SECTION 1.

No. 1.
"
India Office to Foreign Office.-(Received May 5.)
Sir,
India Office, May 4, 1911. IN reply to your letter, dated the 2nd May, on the subject of opium negotiations at Peking, I am directed by the Secretary of State for India in Council to say that he accepts Sir J. Jordan's view, that certificated opium in bond or in Hong Kong when the enhanced customs duty comes into force will be liable to the new rate of duty, The Chinese Government should be required to repeal all provincial restrictions and taxation on the wholesale trade simultaneously with the enforcement of the higher rate of customs duty.
The Government of India have been already instructed to make no intimation to the trade regarding the terms of the settlement until they learn that the agreement has been actually signed.
I have, &c.
EDWIN S. MONTAGU.
